Senator Strickland’s bipartisan legislation on outdoor advertising permits signed into law

Senator Tony Strickland (R-Huntington Beach) is pleased to announce that Governor Newsom signed Senate Bill 364 into law. Senator Strickland’s bipartisan legislation will modernize the process for approving permits for new outdoor advertising displays along newly constructed highways. Currently, permit applications may be delayed until a highway project is officially accepted as complete. Senate Bill 364 eliminates that delay, allowing advertising permit processing to begin as soon as the realigned roadway is open to vehicular travel within 1,000 feet of the proposed display site.

The Orange County Transportation Authority is in support of Senator Strickland’s bipartisan bill stating, “OCTA views this legislation as a reasonable step toward aligning policy with practice while preserving all relevant safety and operational standards."

Key provisions of Senate Bill 364 include:

  • No more permit delays: The Department of Transportation is prohibited from denying or postponing approval solely on the basis that the highway alignment is not yet accepted as complete, provided the roadway is open to travel for the public within 1,000 feet of the proposed display. 

  • Clarity and responsible oversight: The bill provides clarity and predictability for outdoor advertising companies investing in highway realignments.
