AB 760 (Ta): The bill would allows the mobilehome park to directly rent a mobilehome to a tenant on a limited emergency basis, as specified, not to exceed 36 months from the expiration of the state of emergency. The bill would specifies that this exemption would apply for the duration of a tenancy in which the tenant is using the mobilehome as their personal and actual residence.

AB 2294 (Ta): Establishes “Sylvia Mendez Day” as a state holiday on April 14.

AB 2299 (Calderon): Enacts the “California Antihunger Response and Employment Training Act of 2026.”

SB 897 (Choi): Authorizes the City of Laguna Woods to use abandoned vehicle abatement funds to enforce traffic laws.

SB 888 (Seyarto): Excludes service-connected disability payments from the definition of “household income,” for purposes of determining whether the low-income disabled veterans’ exemption from property tax applies.

SB 907 (Archuleta): Increases penalties for driving under the influence, vehicular manslaughter, and hit and run crimes.

SB 927 (Choi): Allows a person who is adopted through an intercountry adoption that is finalized in a foreign country to file the petition to recognize their adoption if their adoptive parents and the adoption agency fail to do so.

SB 1021 (Choi): Increases hunting and fishing opportunities for youth with a terminal illness.

SB 1022 (Valadares): Creates a human trafficking task force.

SB 1126 (Choi): Creates transparency around school funding.

SB 1167 (Blakespear): Regulates the e-bike market by creating new device classifications and use restrictions along with new labeling and notification requirements to address the proliferation of high-speed e-motos being driven by people (especially children) without the proper training or insurance.

SB 1234 (Alvarado-Gil): Allows a juvenile court to order fentanyl testing for a parent/guardian.

SB 1392 (Cortese & Grove): Enacts Leno’s Law to expand smog check exemptions for later model (up to 1986) collector cars.

Legislation Not Moving Forward

AB 2614 (Dixon): Enacts the Body Brokering and Patient Referral Integrity Act, which prohibits and criminalizes the practice of charging/paying fees to brokers who refer individuals to sober living homes.

SB 984 (Ochoa Bogh & Grove): Exempts tips from taxes through 2028.

SB 1040 (Choi): Creates a matching funds program for donations for veterans cemetery maintenance up to $250,000 per cemetery per year. 

SB 1070 (Grove): Increases penalties for disrupting church services.

SB 1071 (Ochoa Bogh): Allows families to request an updated death certificate if a court determines a different manner of death (for example, if a person killed in a car crash is the victim of a drunk driver eventually found guilty).

SB 1286 (Richardson): Establishes the California sea lion as the official state pinniped (i.e. seal).

SB 1161 (Valladares): Requires CARB to prepare a distributional analysis of the costs, benefits, and net impacts on personal income across income levels and an informative digest.

SB 1176 (Choi): Prohibits foreign agents from buying or leasing agricultural land in California.

SB 1222 (Choi): Enacts the Career Technical Education Technical Assistance and Equity Pilot Program Act.
